CommGen when Run for 79 Students, Processed First 40 then Errors Out Leaving 39, Rerun for the 39 Remainder and Worked Without Issue (Doc ID 2785130.1)

Symptoms

When attempting to run CommGen for 79 students, the process completed for 40 students but error out leaving 39 assigned but not completed.
Rerun CommGen for the 39, the process completed without issues. No error seen in the logs but DB saw some locking on CommGen Temporary tables PS_SCC_CGCP_TMP4, PS_SCC_SGHD_TMP4, PS_SCC_CGLOG_TAO4, etc


Steps to reproduce the issue:

1. Configure CommGen including custom Letter Code
2. Assign Letter Code to 79 students
3. Run CommGen process, it processes 40 students then errors out
   
   
4. Rerun CommGen for the 39 and the process completes without issues.
