E-BIP: XLS Template Is Missing For Using The Delivered Runtime Parameters (Doc ID 2785769.1)

Symptoms

Excel XLS template option for reports is missing and not available for using delivered Runtime Parameters. 

The RTF standard header that uses runtime parameters values which would be used within the delivered runtime parameters (Report ID, Report Title, Run Date, Run Time) is missing within the XLS template but can be seen for the XSL and RTF templates.

The option to use the new Excel XLS template for reports which can be outputted as a spreadsheet that were designed to use previously in Word RTF
