Symptoms

Users get "You must have cookies enabled in order to sign in to your PeopleSoft application." when go to a deep link URL such as a URL from an approval email intermittently in Chrome or Edge.

The issue can be reproduced at will with the following steps:
1. User receives an approval email.
2. Click the URL in the approval email.
3. The error message shows up on the page.
