Symptoms
Any employee attempting to open a new Birth or Adoption Life Event, gets the following error:

A new Activity Guide Instance cannot be created from the context data.
Steps to reproduce the issue:
1. Employee navigates to Employee Self Service homepage > Benefit Details tile > Life Events.
2. Employee selects the Birth or Adoption Event, enters a date within the last 31 days, and clicks the Start Life Event button.
