When an employee starts a Life Event that requires a document be uploaded and approved before the Life Event can proceed, an Event is prepared when Benefits Administration runs. If an administrator approves or denies the document, a BAS Activity record may be inserted or the following error may occur:

SecurityException: Action Item 'EF_MARR0039_EF_MARR00368918' does not exist. (263,90)

Steps to reproduce the issue:

     1. Employee begins Life Event but does not immediately upload a document (Navigation: Employee Self Service homepage > Benefits Details tile > Life Events tile).
     2. Benefits Administration runs (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     3. Administrator attempts to deny the document (Navigation: Benefits > Approve Document Upload).
