EPY: Pay Deductions Loaded With Excel-to-CI Paysheet Load (PSHUP) Process Are Ignored by Pay Calculation

Symptoms
When trying to use Excel-to-CI to load data to the PSHUP_TXN table, the deductions are uploaded to the table and loaded to Paysheets, but they are not calculated in Pay Calculation and are not reflected in Net Pay.
Expect the deductions once posted to the paylines to be recognized and included in the pay calculation.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Enter Deduction data via Excel to CI load
- Source 'OT'
2. Run the Excel to CI to load data to PSHUP_TXN table
3. Review the Paysheet Transactions.
- Navigation: Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Update Paysheet Transactions
- Search for Emplid or Company/Paygroup
- Verify all the data is loaded into the PSHUP_TXN table this way
4. Create Paysheets
- Navigation: Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Create Paysheets
- Enter Run Control Id
- Enter Pay Run ID, choose Run
5. Load Paysheet Transactions
- Navigation: Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Load Paysheet Transactions
- Enter Run Control Id
- Enter Pay Run ID, choose On or Off Cycle
- Run
6. Review Paylines
- Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll
- Enter Run Control Id
- Enter Pay Run ID, choose On or Off Cycle
- Choose Preliminary Pay Calculation or if already calculated, may choose Final Calculation
- Choose Re-calculate all or Calculate where Needed
- The deduction data appears on the paysheets
