Filter "Display Instances Created By" on the Fluid Manage Benefits Instance Page Is Not Working

Symptoms
When the "Display Instances Created By" filter is used on the Fluid Manage Benefits Instance page, all Instances are returned, not just those for the Operator ID entered on the filter.
Steps to reproduce the issue:
1. Navigate to Benefits > Manage Benefits Instances or Workforce Administrator homepage > Benefits Administrator tile > Benefits Management > Manage Benefits Instances.
2. Enter an Operator ID in the Display Instance Created by field.
3. Select the Filter button.
