Symptoms

When user ran a "Leave and Compensatory Time" report (component: TL_LEACOMP_RPT), it failed with

STEPS
-----------------------

1. Navigate to Time & Labor > Reports > Leave and Compensatory Time
2. Open a Run Control, select a Group and click "Run"
3. Process will fail no matter what parameters entered.
4. The report is created correctly when running for a single employee.
