Journal Source Prompt Values Are Available Only When Business Unit Is Selected In Edit Journals Page

Symptoms
In the Edit Journals run control, the Journal Source prompt values are available only when a Business Unit value is selected in. This behavior began in 9.2 PUM Image 39 through 40.
The Journal Source prompt values should be available even if the Business Unit is not selected in, as many users need to run the Edit Journal process for multiple business units.
Steps:
1. Open the Edit Journals run control page
2. Try to select the Journal Source having blank value for Business Unit
3. Journal Source prompt values are not present
