The User was Unable to Delete the line(s) from the Shipping Cart page (Doc ID 2794974.1)

Symptoms

When creating a new eProcurement requisition with item(s), adding requisition name, returning to home page , opening the requisition again then trying to delete the item, system doesn't delete the line

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement > Administer Procurement > Maintain Business Units > eProcurement Business Unit Option > US001
      Enter Default Unit of Measure : EA
2. Navigate : Items > Define Items and Attributes > Define Item 
      Add an item (TEST_ITEM) with Standard UOM : EA
      Click Unit of Measure
      Add another UOM CS
      Save
      Click Purchasing Attributes
      Enter Standard Price
      Click Item Supplier
      Enter Supplier ID
      Click Item Supplier UOM
      Enter Non Standard UOM (CS)
      Save
3. Run Search Indexes
4. Create requisition with Item TEST_ITEM and Submit
5. Create New Requisition
      Add catalog item 10000
      Click ePro Home
      Item History
      Select Item test_item
      Click Add
      Add another Item
      Click Cart
      Enter Requisition Name
      Click Update Cart
6. Click Home (Assume that the next day the user creates the request)
7. Click eProcurement > Create Requisition
      Click Cart
      Click delete of the second item (TEST_ITEM)
Issue : Item is not deleted
