Financial Aid Term (FA Term) Not Building All Terms in an Aid Year For Some Students (Doc ID 2795126.1)

When running FA Term, in batch or on-line, some students - likely just a subset within a specific career - are not building for all terms in the FA Term setup for the aid year.

For example, in one case a handful of first year Law career students were found to be only building for fall and not spring.

The issue can be reproduced with the following steps:

1. Navigate to Financial Aid > Financial Aid Term > Create FA Term Driver Recs > Create FA Term Driver Records and run the process.
2. Navigate to Financial Aid > Financial Aid Term > Build FA Terms in Batch > Build FA Terms.
3. Navigate to Financial Aid > Financial Aid Term > Maintain Student FA Term > FA Term to review the results for any individual student, or query STDNT_FA_TERM.
