E-AWE: Reviewers are Unable to Access Voucher Approvals and Getting 'An error occurred while attempting to display the selected transaction' Error After Transactions are Already Approved

Symptoms
Customer is using Fluid Approvals and email notifications. In Voucher Approvals, when Approvers had approved the transaction, and Reviewers clicked on the URL link within the corresponding email notification that gets sent afterwards, the error below is received:
There are no details for the users to understand that the Voucher is already approved. Voucher Reviewers are usually high level employees such as Directors, Treasurer, etc and these Reviewers need to see the Voucher in the Fluid page just like the Originator and Approvers still do.
The Originators and Approvers are working fine - they can get into the Fluid Approval component and can see the comments but no changes are allowed. The original behavior is that when an approval step in AWE includes a reviewer, the reviewer cannot use the Fluid Approvals to view non-pending transactions. But the expected behavior of the customer is that this should behave the same way for Reviewers.
