Symptoms
When attempting to apply PUM Image 39 to the target instance, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Create Change Package for PUM 39 to be applied on target environment.
2. Apply the Change Package.
3. Step fails at 'Copying Update Project - Part 2 - IP'.
