Symptoms
When two Benefit Plans are cross-dependent upon each other, an employee already enrolled in one of the plans but not the other can enroll in the second plan; however, If the employee first changes their election of the Plan in which they are already enrolled or were not already enrolled in either of the Plans, they are not able to elect either plan.
Steps to reproduce the issue:
1. An employee navigates to Employee Self Service homepage > Open Enrollments tile > Benefits Enrollment step.
2. An employee already enrolled in a cross-validated plan changes the election to another plan or waives coverage.
3. The cross-dependent plan becomes unavailable for selection.
