Symptoms

Preview requisition approvals is showing incorrect Approver information when the requisition creator and requestor are different users.

The issue can be reproduced at will with the following steps:
1. Click eProcurement Tile from Home page
2. Click Create Requisition tile
3. Change the Requester (other than creator)
4. Add special request Item
5. Before submitting for approvals, save the requisition
6. Click Preview approvals.
Issue : Approval flow shows the approvers based on the creator user id
