E-508: "Skip to Main Content" Does Not Direct Focus to First Actionable Item on Classic Pages & Homepages (Doc ID 2796951.1)

Symptoms

The "Skip to Main Content" link (or pressing CTRL+ALT+S) can be used to bring the focus back to the focusable area in the main content. But when using a classic page the skip behavior is not consistently applied. Sometimes it skips to the first actionable item after the main navigation. Other times, it skips into the first textbox regardless of how many actionable items (links, buttons, dropdowns, etc) are between the main navigation and that textbox.

Steps:

1. Navigate to a classic page.
2. Select Ctrl+Alt+S
3. After activating "Skip to Main Content" the keyboard focus does not consistently travel to the first actionable item.
