Symptoms
Able to Successfully Submit an excel to CI using CI: CI_JOB_DATA_POI even when a POI does not have any personal data
The issue can be reproduced at will with the following steps:
1) Load Excel to CI for CI_JOB_DATA_POI
2) Enter a New POI who does not have a Personal data
3)Submit the data in CREATE mode
