Symptoms

Customer reports that when an Transfer Employee transaction is submitted via Manager Self Service - MY TEAM , it errors out with an action reason issue

Error Saving Component Interface.
{HCR_JOB_DATA_SRV} (91,37)

Action Reason is a required field
Please choose one before saving the page. (30006,476)

The issue can be reproduced at will with the following steps:
1. Click the My Team tile
2. Start a Transfer Employee transaction
3. Submit and approve the transaction
4. Check the status of the transaction and note it has errored our with the above error.
