HCM 9.2: Provinces Not Updated for the Addresses in the Netherlands (Doc ID 2798290.1)

Symptoms

While adding an address for an employee, the province prompt are not updated for the address in the Netherlands.

Steps to reproduce the issue:

   1. Navigate to Workforce Administration > Personal Information > Biographical > Add a Person
   2. Add Address Detail for Country NLD (Netherlands)
   3. Click on the Prompt lookup for Community field

Observe: 638 provinces values displayed instead of 12
