When Last Demand ID Assigned is 999999 and a user tries to create a new Demand, the system triggers the following error:

Steps to replicate the issue:
1. Last Demand ID Assigned is 999999
2. Navigate to Administer training, Training Budget, Identify Training demand, Employee demand and create a new demand
3. When trying to save the change the above error is triggered
