While an Approver Edits a Requisition, the Header Comments and Attachments are not Visible, additionally the Justification Comments Are Deleted

The issue can be reproduced at will with the following steps:
1. Create a Special Request Req with multiple line
   Fluid Home page click eProcurement-->Create Requisition
2. Add Header Comment and Attachments
3. Add Justification Comments
4. Save the Req
5. From My Req page, validate that the comment, attachments are present
   Fluid Home page click eProcurement-->My Requisitions
6. Edit the req
7. Add a new line
8. Click on Checkout
9. Justification Comment has been deleted
