Save Warning Presented Upon Entry Into eProcurement Requisition Special Request Page When the User Doesn't Have Requester ID Defined

When creating a new eProcurement requisition and having the special request page as initial page, and the user doesn't have requester id defined on the user preferences, then user will get a warning message to save the changes without entering any information
The issue can be reproduced at will with the following steps:
- From Setup Financial/Supply Chain> Common Definition > User preferences, Create a user that doesn't have requester ID
- Setup the special request page to be the initial page for Requisition.
- From Main page > eProcurement Requisition tile create a new ePro requisition.
- User will land on the special request page and then getting a warning message to save changes right away without entering any information.
