E-WF: Workflow Notification Component Data Variables Values are not Resolved in the Actual Email (Doc ID 2800177.1)

Symptoms

When using the workflow notification by defining the Component Data variables and URL, the data variables are not resolved to the corresponding values from the source on the URL. When multiple data variables are defined and used in the notification template, only the first data variable is resolved in to the value form the source and other variables are not resolved. In the sample email notification below, the variables %C2 for EMPLID and %C3 for START_DATE are not resolved in the URL link:

http://<domain>:<port>/psp/HRDEV/EMPLOYEE/HRMS/c/HC_BEN_FMLA_REVIEW.GBL?Page=HC_BEN_FMLA_REVIEW&Action=U&EMPLID=%C2&START_DATE=%C3

This occurs even after customer created the variables in the template to be in the same order as that of the SQL object's sequence number they're associated with.
