E-IB/E-ES: JSON.GetDateTime() is Working only when the Decimal Point is Set for only Three Decimals (Doc ID 2800694.1)

JSON.GetDateTime() is working only when the decimal point is only three decimals. Where as the DateTimeValue() can recognize decimals of different length.

Eg: 2021-04-28T12:45:03.8889494Z
Here decimal points(8889494) are of length 7 in the milliseconds part of the time. According ISO 8601 - standards there is no limit on the number decimal point for a date time.

The issue can be reproduced at will with the following steps:
1. In Application Desiner, add the following PeopleCode on a button in PSTESTUTIL page
