Symptoms


When a new effective dated row is entered in grants Subrecipients Certifications - supplier compliance. The new row is copied from the old row including entered by.

A new effective date row should be blank for another user to enter and entered by should show the correct user name.

REPLICATION STEPS
--------------------------
1. Goto PeopleSoft Grants - Subrecipients Certifications - supplier compliance, add a new effective dated row with user A.
2. Now login as user B and add a new effective dated row to the same supplier certification.
3. Note the newly added row, 'entered by' and all other fields got copied from the old row. Entered by cannot be modified.
