When deploying PeopleTools DPK on Windows, it fails on step: Installing PSFT Relocatable Puppet Software in the base directory.

The issue can be reproduced at will with the following steps:
1.) Download the PeopleTools DPK files on Windows.
2.) Run the appropriate command and parameters to deploy the PeopleTools DPK
3.) Observe it fail on step: Installing PSFT Relocatable Puppet Software in the base directory
