Symptoms
Since the upgrading to PeopleTools 8.58.08 and FSCM UI38 multiple(Journals/Po/Recs) locked while Budget Checking
ERROR
This Journal is locked for budget checking and cannot be saved. (18021,2760)
This journal is currently locked by budget processor and cannot be modified until Budget Process has released it.
The issue can be reproduced at will with the following steps:
1.Create a Journal
2.Run the Edit
