ETL9.2: Time Sheet Doesn't Show Correct Punch Time After The Day Light Savings

Symptoms
When punch time is loaded, the time stamp is proper, however the time sheet does not reflect daylight savings. i.e., TL Reported time ( PS_TL_RPTD_TIME) has the correct punch time (2:59AM) but the Timesheet page doesn't show correct punch time ( it shows 1:59AM).
STEPS
-----------------------
1. Fluid Enter Time
2. Report and Submit Time in punch 2.59AM and Out Punch 11.15AM
