Symptoms
Requisition Workflow routes incorrectly when no approver is found in the previous step.
The issue can be reproduced at will with the following steps:
1. Setup AWE workflow for multiple levels and make sure that at one level no approver will be found at Enterprise Components-->Approvals-->Approvals-->Approval Process Setup.
2. Create a requisition from eprocurement-->Create Requisition, and submit for approval.
3. After passing the step where no approver is found ,workflow routing goes wrong .
