Symptoms
The PeopleTools (PT) Upgrade to PT 8.59.03 fails on step 'Running the Updated PeopleTools Script'.
NOTE: This issue has been seen on upgrades from PT 8.56, 8.57, 8.58 to 8.59.
PPLTLS84CURTables.log contains the below error:

The issue can be reproduced at will with the following steps:
1. Configure Change Assistant for the PT 8.56 to 8.59 Upgrade job.
2. Let Change Assistant run the script PPLTLS84CURTables.sql through 'Running the updated PeopleTools script' step.
