EGL9.2:Budget Definition Control Chartfield Not Copied Forward To New Effective Date Since Image 39 OR New Rows of Data are Not Saved

Symptoms
When user tries to add a new effective dated row in Budget Definition - Control Chartfield tab, the details are not copied forward to the New Effective Date since Image 39. Or New rows of data are not saved.
Steps to replicate:
1. Navigate to Commitment Control > Define Control Budgets > Budget Definitions
2. In Control Chartfield tab, add a new effective dated row.
Changes
The issue appeared after PUM Upgrade: from PUM 33 to PUM 39.
