HR Business Partner DropDown Value Not Showing In Guided Self Service Transactions (Doc ID 2803790.1)

Symptoms

When Business Partners configured for a particular GSS transaction (example: Request Adhoc salary change HR_SALCHANGE_ORG)  HR Business Partner DropDown value not showing for Adhoc salary change transaction.
When the component HR_SALCHANGE_ORG has been added for matrix team Action Assignment page, Team dropdown is not displaying business partner team for Request Adhoc salary change transaction
When the component HR_MSS_CT_FL has been added for matrix team Action Assignment page, Team dropdown is displaying business partner team for every GSS transactions.

Steps to reproduce the issue:

1. Workforce Admin dashboard > Manage Business Partners > Matrix teams > Action Assignment > Add component HR_SALCHANGE_ORG for business partner team
2. Manager Self service > Update Team information / Request Adhoc salary change > Business partner team not displayed for Request Adhoc salary change transaction
