E-AE: PSAESRV Keep Failing With Error - ORA-12154: TNS:could not resolve the connect identifier specified

On Oracle db environment with TAF and SCAN feature enabled and configured, sometimes, when attempting to run an AE process (e.g. EP_MGRDOC), it went to error, and the following error occurs in AESRV log
PSAESRV.14112 (492) [2021-06-14T14:49:14.492] - - - (3) File: SQL Access ManagerSQL error. Stmt #: 2 Error Position: 0 Return: 12154 - ORA-12154: TNS:could not resolve the connect identifier specified
The issue can be replicated as below
#1. corrupt the tnsnames.ora connection entry for the PS db
#2. kill the database session connected by the PSAESRV process
#3. test run any AE process, it fails with reported error
#4. fix the corrupted tnsnames.ora,
#5. test run any AE process, it run to success
