Symptoms
When Applying Payroll for North America updates that are not delivered in recent Tax Updates and attempting to provide updates from an older PUM Image (Example PI 24) to current PUM Image (Example PI 39), getting an error on ADS Compare.
The error is shown below:
The issue can be reproduced at will with the following steps:
1. Create a Change Package to "Make me current" with Payroll for North America
2. Receiving error in the Compare report for ADS Package for Payroll WorkCenter
