E-PIA: Understanding NONPS - Tab Over Browser Elements is not Working as Described in PeopleBooks

Symptoms
When trying to understand what changes with setting in User Personalizations (My Preferences), NONPS - Tab Over Browser Elements, the Description from PeopleBooks reads, "Restrict tabbing to include only the PeopleSoft elements of the page, and tab over non-PeopleSoft elements". But having this value set to Yes or No makes no difference. This property is currently set to Yes globally for all users and the plan is to set this to No along with a few others and are trying to assess the impacts. This was tested on PT 8.58.11 and the only difference is some search pages seem to work but other pages like user profile do not. Some clarification on how this is supposed to be working would help.
Per PeopleBooks: Tab over Browser Elements
Enable this option to skip over browser elements when using the Tab key to move through page objects, to restrict tabbing to PeopleSoft elements in the page. Depending on your browser, it can sometimes appear as if the focus is lost, when it is actually on a browser element, such as the URL address field. By setting this to yes, you can avoid this browser issue.
