E-FLUID: Access denied with code 403 Forbidden "You Don't Have Permission To Access This Resource" (Doc ID 2805601.1)

The error "Forbidden - you don't have permission to access this resource" occurred in this instance while attempting to setup Setid Tables however the cause of this issue has much more broad implications as this could have occurred while performing any function within the PeopleSoft product as this issue is not related to PeopleSoft.  Users are blocked and cannot get to page due to "Forbidden-you don't have permission to access this resource" error.

This issue can be reproduced at will with the following steps:
1. Navigate to Setup Financials/Supply Chain > Product Related > Asset Management > Profiles > Asset Profiles.
2. Sign in with a user id.
3. Error "Forbidden-you don't have permission to access this resource" is displayed.
