SFA_COD_OUT Creates File With Missing Parent <Index> Data Causing COD to Reject With Edit 210 'Invalid Schema'

Symptoms
CRDL files produced by DLOUT are rejecting at COD due to missing data in the Index section for Parent PLUS loans. The messages sent directly to the user from COD are:
Uncategorized cvctype error;
The value of element 'SSN' is not valid.
The value of element 'BirthDate' is not valid.
Within CS, the records show on the Direct Loan Orig Actions page with a description on the action row indicating "Orig not Proc, Rejected Doc", and a 'msg' link, which when clicked into shows msg code 210, Invalid Schema.
The issue can be reproduced at will with the following steps:
- Run DLOUT via Financial Aid > File Management > COD Full Participant > Generate Direct Loan Data > Direct Loan Outbound.
- Run CODIN via Financial Aid > File Management > COD Full Participant > Import COD Response Data > Common Origination and Disbursement Inbound.
- Review response information on Financial Aid > Loans > Direct Lending Management > View Loan Processing Actions > Direct Loan Orig Actions.
