E-FTP: Why the Infected File is not Sent to the ICAP Server from Peoplesoft ?

Symptoms
When a normal file is attached through File Attachment Test utilities page, it was uploaded.
When an infected file uploaded, it keep on processing and doesn't upload the infected file which is desired. However it has not returned any specific error message.
As Peoplesoft doesn’t upload the infected file but under virus scan logs it shows Msg – “HTTP/1.1 200 OK”. Concern is Why the infected file is not being sent to the ICAP Server from Peoplesoft ? The third party provider will not be able to handle the return message as virusscan logs shows OK to it.
