Budget Maintenance Student Detail Fields not Populated with Correct/Current Values After Manual Row Insert

Symptoms
When manually inserting a new effective dated row on the Student Budget Maintenance page, the correct and current values are not always populated under the Student Detail link. For example, the problem was first reported with the Financial Aid Load, where instead of pulling in the current value from Financial Aid Term, the value was just being carried forward from the previous Budget row.
Other fields such as Program, Plan, Academic Level, and the various Residency fields were then also identified to be affected.
The issue can be reproduced with the following steps:
- Navigate to Financial Aid > Financial Aid Term > Maintain Student FA Term > Acad Level, for the last term built in the aid year.
- Manually change the existing Financial Aid Load value.
- Navigate to Financial Aid > Budgets > Maintain Term Budgets > Student Budget Maintenance for the same aid year and scroll to the same term.
- Click the + icon in the section with the Effective Date.
- Click the Student Detail hyperlink and note the Financial Aid Load value.
