Quick Enrollment or Enrollment Request Deletes the 'From Class' From the Enrollment Record When Performing Class Swap

Goal
When performing a class swap, from an enrolled class into a class that is fully enrolled but with room on the waitlist, the behavior - with regards to when the 'from' class is dropped from enrollment - is inconsistent, depending on whether the swap is performed by the student using Self Service, versus an administrative user via Quick Enrollment or Enrollment Request.
When performing the swap in Self Service, the student is placed on the Waitlist for the "To Class" and the "From Class" is retained as Enrolled on the Enrollment Record (STDNT_ENRL).
However, when processing the swap using Enrollment Request or Quick Enrollment, the student is placed on the Waitlist for the "To Class" and the "From Class" is removed from the Enrollment Record. The expectation in these cases is that Enrollment Request/Quick Enrollment should behave the same as Self Service and retain the Enrollment Record.
Should Quick Enrollment/Enrollment Request be deleting the enrollment record in these scenarios? Or in what situation(s) will these processes delete the record, versus retain the record?
