E-FTP: File Attachments Without an Extension Won't Open in Browser Tab (Doc ID 2806265.1)

Symptoms

When selecting the View button after uploading a file attachment without a file extension, the file is downloaded to the browser automatically.

Other file attachment extensions (such as .docx and .txt) are opened in a new browser tab where the user can view the file. 

Steps to replicate:
1. Navigate to PeopleTools-> Utilities-> Debug-> PeopleTools Test Utilities page
2. Enter record://PSFILE_ATTDET
3. Attach a file without an extension
4. Select View
5. The file is downloaded to the web browser.

Upgrade of PeopleTools version.
