ETL92: TLX00001 Exception Is Not Being Generated In Specific Scenario And ECD Is Not Updated With Comp Time

Symptoms
On : 9.2 version, Time Administration
Employee has reported Comp Time Earned and then enrollment (COMP_LEAVE) is changed to Inactive. Reported TRC is Invalid on Timesheet as expected, but Time Administration is not generating the TLX00001 exception due to Invalid Comp Plan Enrollment.

Steps to Recreate:
The issue can be reproduced at will with the following steps:
1. Navigate to Self Service > Time Reporting > Report Time > Timesheet
2. Enter Compensatory Time and submit
3. Navigate to SetUp HCM > Product Related > Time and Labor > Time Reporting > Compensatory Time Off Plan and inactivate the Comp Plan
4. Run Time Admin
5. Time Administration is not generating the TLX00001 exception due to Invalid Comp Plan Enrollment.
