Symptoms
When deploying Campus Solutions 9.2 PUM Image 22 in silent mode using a response file, it fails at Step: Setting Up the PeopleSoft Database

The issue can be reproduced at will with the following steps:
1. Perform the cleanup of the old PUM Image 21.
2. Download the PUM Image 21 DPK files.
3. Prepare the response file for full-tier installation.
