E-ORA/E-QR: After 8.57 Upgrade, Records (SAA_RPT_RSLT_VW, SAA_RPT_CRSL_VW, etc) with NULL Fields (SAA_DESCRLONG, etc) Generate Junk Characters when Used with Query Manager

Symptoms
After tools upgrade to PT 8.57, several views (e.g. SAA_RPT_RSLT_VW, SAA_RPT_CRSL_VW, etc) which have NULL columns, have weird character in different fields when running with Query Manager.
In order to replicate the issue, please perform below steps:
1) added SAA_RPT_RSLT_VW, SAA_RPT_CRSL_VW to Query Access Manager
2) Reporting Tools > Query > Query Manager
3) Create New Query
4) Selected SAA_RPT_RSLT_VW > EMPLID and SAA_DESCRLONG
5) Ran Query multiple times and noticed boxes in SAA_DESCRLONG and then gone and then error => "xml is invalid"
6) Reporting Tools > Query > Query Manager
7) Create New Query
8) Selected SAA_RPT_CRSL_VW > EMPLID and SAA_DESCRLONG
9) Ran Query and noticed Asian characters in SAA_DESCRLONG
10) Ran Query multiple times and noticed other data corruption (garbage) in SAA_DESCRLONG
