Symptoms
The Paysheet load process is erroring out on PSPUPSHT with 153 Subscript out of range in the COBOL log file.

STEPS to REPRODUCE
-----------------------------
The issue can be reproduced at will with the following steps:
1. Apply Tax Update 21-C
2. Run the Paysheet Load program.
- Navigation: Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Load Paysheet Transactions
3. The process fails.
