Symptoms
USER_PHOTO_SYNC operation is set up correctly to send from HCM to ELM, but it is not updating the staging tables on the ELM side.
The issue can be reproduced at will with the following steps:
1. In HCM, update user photo using self-service to send USER_PHOTO_SYNC message.
