E-QR: Query Manager Generates Wrong Excel File Name For Chinese Characters

Symptoms
When running a query that contains special characters in the name of the query, an Excel file will be generated with the wrong filename.
In order to replicate the issue, follow the below steps:
1. Log into PIA.
2. Navigate to Reporting Tools > Query > Query Manager.
3. Search for a query containing Chinese characters in the name.
4. Run it to Excel.
5. When downloading the query the name will not correctly display the Chinese characters.
