Comments Marked as Required in Page and Field Configurator for Add/Update Receipts Page but Comments are not Required When Saving Receipt (Doc ID 2808762.1)

After marking comments as required in page and field configurator for the Add/Update Receipts page, it was found that the Add/Update Receipts page did not require comments when saving

1) Mark comments in page and field configurator to be required.  (Enterprise Components -> Page and Field Configuration -> Page and Field Configurator)
2) On the same page as in step 1, go to Map Portal Registry tab and click on Apply Configurations
3) Test on the receipts page - see that comments are not required.  (Purchasing -> Receipts -> Add/Update Receipts
