E-AS: Wrong Timezone When Starting Application Server -- App server host time skew is DB-04:00:00 (ORACLE XXXXXXX) (Doc ID 2809004.1)

Symptoms

The Application Server domain is connected to an Oracle Exadata cluster comprising of two nodes. Starting the application server domain gives the following message in the appsrv log:

It should show DB+00:00:00. Why does it show DB-04:00:00 ?
