Symptoms
When an employee adds a Mailing address or updates a Home address, the following error message is displayed on the page:

The issue can be reproduced at will with the following steps:
1. Log in as employee.
2. Select the Open Enrollment Tile from employee self service.
3. Choose to make an address change from the Person Information step.
